People to people
Before there were borders in this part of the world there were routes, and along those routes moved grammar, medicine, architecture and a shared moral vocabulary. Cultural exchange is not a soft addition to regional cooperation. It is the layer everything else was built on.
Why culture, specifically
Every other channel of regional relationship involves a trade. Trade talks allocate advantage. Security dialogue allocates risk. Water and energy allocate a finite resource. Culture is the exception: establishing that a text, a site or a festival matters to two societies takes nothing away from either.
This is why cultural conversation continues during periods when other conversations become impossible, and why the working relationships it produces — between scholars, conservators, institutions, broadcasters — are still standing when a harder subject eventually arrives.
There is a condition attached. The framing has to remain genuinely shared. The moment heritage becomes an argument about who owns what, its diplomatic value inverts entirely.
A worked example
The Lord Buddha Circuit is the clearest case of shared inheritance I have worked with. No single country can tell this narrative alone — the sites are distributed across borders that did not exist when they were built.

Extend the frame eastward and the same civilisational geography reaches Myanmar and Thailand — which means the entire BIMSTEC membership sits inside a single heritage story. That is an unusual asset for a regional grouping to possess, and it is largely unexploited.
Forms
The single most useful thing regional education could do is teach the neighbour's history in a chapter that is not about conflict. Manuscript traditions, trade networks, monastic scholarship, maritime routes and dynastic exchange all crossed the space now divided into seven states. Recovering that narrative is not nostalgia; it changes what a young reader believes is normal.
A circuit is a route that gives people a reason to cross a border in sequence. It generates conservation cooperation, tourism revenue, scholarly exchange and — most importantly — ordinary human traffic. Circuits are also durable: once a route is established and signposted, it keeps working long after the initiative that created it has ended.
Very little contemporary writing in this region is translated between its own languages. A Bengali novel reaches an Indian reader through English or not at all. Translation is slow, cheap by the standards of most diplomacy, and disproportionately effective, because a book stays in circulation for decades.
Performance carries across a language barrier in a way that argument does not. Musical systems in this region share ancestry, instruments and modes, which makes collaboration technically natural rather than merely symbolic. Two musicians from different countries can find common ground in an afternoon.
Pilgrimage is the oldest form of regular cross-border movement in South Asia and it continues at scale today. It is people-to-people contact that requires no programme, no funding and no convener — only the removal of obstacles. Much of the useful work here is administrative rather than creative.
Food, sport, cinema, festivals, weddings, markets. The unglamorous layer where most actual cultural understanding is formed, and the layer most cultural diplomacy overlooks because it cannot be programmed. What it can be is enabled — by visas, transport links and broadcast access.
The human scale
It is easy to discuss regional cooperation entirely in the language of frameworks and pillars and mechanisms, and to forget that every one of those things is finally a set of people who have agreed to keep meeting. The photographs on this site are not decoration. They are the evidence: a room, a set of chairs, an exchange of books, a plaque handed over, four people standing in front of two flags.
What those moments produce is not measurable and is nevertheless the whole point. Somebody now knows somebody. A number has been exchanged. When a question arises next year, there is someone to call. Every durable institution in this region began as a series of such rooms, and nothing has yet been invented to replace them.
This is also the honest answer to the question of what cultural exchange achieves. It does not resolve anything. It makes resolution possible later, by ensuring there are people on both sides who can be reached.
A shared site asks nothing of either country except that both admit it matters. That is a very low price for a conversation.
